Where WEBM files come from
WEBM is the format a web browser uses when it records something. Screen recording extensions, websites that record your camera or microphone and web meeting apps save WEBM, because that's what Chrome and Firefox produce by default. OBS records WEBM too when someone picks it in the settings, and some websites hand out downloaded videos as WEBM.
Inside the file, the audio is almost always Opus, sometimes Vorbis. For the transcript that doesn't matter: we read the speech in the WEBM as it came, with or without video.

WEBM screen recordings: what to check before uploading
The most common problem isn't the format, it's the sound. Screen recorders ask whether to capture tab audio, the microphone or both. If the recording captured neither, the file has a picture and silence, and there's nothing to transcribe. Before uploading, press play and check that the voices are there.
One more detail: many browser recordings are saved without a duration written into the file. The player shows 0:00 or won't let you skip ahead, and sometimes the length doesn't show here either when you pick the file. That comes from how the browser saved the recording; the audio is still all there inside the WEBM.

Meetings recorded as WEBM: speakers and notes
In a meeting with four or five people, we separate the speech by person and mark the time of each line. You filter the text to read only what the client said, find the decision at the right minute and copy that passage into your notes.
